Evennia upgrade

I'm testing out a major update: changing Arx from python 2 to python 3, and upgrading us to the latest version of Evennia and Django. What does this mean for players? Not a whole lot - the webclient had some tweaking done by various Evennia contributors, though I don't really know much specifics about how it works. It'll largely help with future-proofing Arx and giving a few more tools here or there for development. If anyone wants to help test out, the stage server is on port 3500, and the website is on https://stage.arxmush.org. It's more or less certain that there'll still be a number of bugs, so I'd appreciate people running around for a bit and breaking things.

Assuming nothing is too outrageously broken, I'll probably do the upgrade next weekend. Downtime should only be an hour or two, unless anything goes wrong. After that, I'll probably keep the stage environment up for testing releases from here on out. Please don't write/save anything there you'll get attached to, since the database will probably be overridden semi-regularly from prod.
