Crisis resolution

I'll try to start with updates as soon as I can after the cutoff, but there's a lot to go through. About 50ish actions, and I will have to carefully review all of them and weigh the different outcomes and how they might overlap with one another, so while I'll try have it soon after the cutoff, I won't have an exact ETA since I really won't know until I read all of them carefully and map it out.
