Inviting people to actions

Every system we add is in some way intended to be a driver of roleplay, and actions are a large part of that. For soemone to be involved in an action, we really want them to feel like they are part of a story, and as staff it's a lot easier to carefully read over everyone's assists with 5 people on an action than 45. I don't want people giving action invites, RS validations and the like without some kind of accompanying roleplay, or some honest attempt to make someone feel a part of it. Messengers are perfectly fine if it explains what's going on. Petitions are fine. Any of that stuff is fine just someone shouldn't get prompts they really have no idea what they are there for.
