Propriety helpfile

Created 'help propriety' helpfile to help explain it, and also added a significant amount of categories. If anyone feels it applies at any time to their characters, they can +request, and I'm willing to consider other potential mods. Note that I'm going to be coming out with regional specific principles that apply to each great house soonish, while propriety mods are only for universal ones.
