Dust, the opiate that's outlawed in the city but still finds itself smuggled in, has always been a problem, but word spreads that Northerners are bringing in a bad version of dust that is tainted and kills its users through easy overdoses. Some Lower Boroughs residents with ties to the Northlands are finding themselves under increasing pressure, or muscled out of the Boroughs as a result.
