The Cullers are known for their generosity -- well, all right, they're actually not. But they are being strangely generous now, an effort led by Acacia. They're paying off bar tabs and IOUs. They're scaring debt-collectors into not collecting. They're giving direct aid and, where they can, redirecting trade. Torian vets the recipients, watching for freeloaders. Raja passes out clothing and stuffed critters. Petal also freely passes out solid, simple clothing. Tython tries to work out portage from the actual landable areas nearish Arx to Arx. It's rough. He's tough. Even if what he's actually able to get across is necessarily less than it would be otherwise. Axel gets some folk who can assist the efforts assisting. Ravna does, well, gambling parties, which serves to eventually redistribute some of the coin from still-fullish pockets into empty ones. Samira eases the fears of the most frightened.
