Ainsley has been told to work toward trying to stem the tide of commoner's out of the city. So he'll use whatever reputation, gold, and pleading he can do. Trying to spread the word that leaving the city to join Brand is likely to be bad for them. He'll try and find who is convincing people to go to stop them.
Ainsley will be on the city walls with the valorous few, keeping an eye out for those who are going in and out, and then in general patrolling, and then if it comes to it --fight fight fight
Correction: Ainsley will be on the wall with veteran guardsmen. Patrolling, and keeping the wall. He'll be trying to keep the city safe. Watching who is coming and going, while waiting for the fight.
Result
It seems that whatever exodus happened in the city has largely ended. Patrols with the Iron Guard and walking the walls is extremely tense, as everyone knows that there is a looming threat. There's no direct attacks on Arx, but Ainsley's presence of one so high born is a reassuring one, and greatly helps to keep morale up during difficult times.
