Action by Martino
Martino will be using his social influence, his standing and his history as a spymaster for House Malvici to recruit a network of spies and investigators that are willing to work for him.
He will be spending time around noble houses in within the Lyceum, in order to recruit a handler in each successful house or area to using his charm, but also his propaganda skills to promote the idea that they are serving both themselves and the Compact best in this role. Each handler will be given social writs and silver to then recruit from within their own web - but this will start with just finding the handler. Typically these handlers (and some spies) would be lesser ranked servants, or low commoners - but could go as far as disgruntled staff or even military commanders passed over for promotion. The recruited spies would then be reporting this information back to him through the handler.
He will also be paying for their resourcefulness through his own purse, as well as supplying for them when they may be in need.
Result
My, but that Martino is a charming man, is he not? No one thinks twice of him paying a social call to the houses within the Lyceum, not even when he is spotted talking to the servants and others in the lower classes. His attempt at finding handlers is rather successful, the men and women swayed by his tales of dedication to the Compact, though the silver upon their palms does not hurt either. He doesn't need to know who these handlers recruit, but recruit they do. Eventually, information begins to drift back to Martino. Some of it, of course, he had heard before. Other items, whether gossip or documents, are new to him and he takes note of these tidbits.
