Action by Tenebrae
After years of building up resources for just this kind of effort, Tenebrae once again brings to bear her wide-ranging connections and gets stuck into another grand project on behalf of her people. This may still be a comparatively early stage of the planned improvements, but she's determined to make it work. And should prodigal refugees start arriving while these efforts are underway, helping with them will be a good way to give them an immediate job and to help bind them into the Truesworn community.

Wholly on board with the development of defences for her beloved people, Sudara puts the full weight of her authority, intellect, and decades of bookworming behind Tenebrae's efforts. At her deputy's request, she also adds her mystical knowledge, offering detailed advice on the most propitious of sites and practices to follow. A long-term goal is to build some form of warding into the fully-developed defences, but for the time being she's content to lay the ground work to make that possible - and to have her magic-believing people happy that the castle is truly as well-constructed as it can be. Faith is a powerful supplement to stone, after all, and much of her role will be in social coordination and inspiration. This is especially true if they start receiving refugees (via the ARRG, Belladonna's land-for-service drive, or otherwise) while the work is still underway - hence the investment of social resources, to ensure that the effort is a truly cooperative one.
Result
The improvements to Tenebrae's Towers and the massive upgrades to the castle at Esterhold is greatly celebrated among the Truesworn, but word spreads outside of Esterhold itself. There's quite a bit of discussion of the improvement of defenses to Esterhold, as a Lycene holding that's technically more in the Isles. It's seen as a bulwark against Thraxian expansion, and has become increasingly strategically important to the Lyceum, raising the profile and importance of Tenebrae and Sudara to Peers of the Realm.
