In the middle of the Siege, due to a concern about foodstuffs being used impractically, Joscelin sought conversations with the merchants and suppliers as to their most pressing financial issues. Many of them had the same troubles: they had debts to pay. The financiers weren't out of line or unreasonable, and further conversations led Joscelin to come to the conclusion that there was no fault in the people involved, but rather the horrible timing of the war (but let's be honest, when does war have good timing, ever?). After speaking to several nobles and making her case, she managed to buy almost 150,000 of debts owed and forgave all of them, thus making it easier for merchants to focus on providing food for the city rather than going for the products that paid more (such as alcohol) but had less use.
