Elio is going to try to use himself as inspiration to recruit some of the thousands of new Saffron Chain refugees into the pravus First Legion, specifically the Infantry since he is the leader, though every type is needed and welcomed. Elio is from the Saffron Chain himself and some of the freed slaves are even distance relatives of his. He plans to highlight his own elevated position, how he has attained Knighthood with Pravus and now leads thousands of men. Some of the newly freed may seek revenge and the First Legion will be highlighted as the best way to achieve it.

Sudara is glad to have the chance to help people to settle into a new way of life, especially under leadership she expects to be sympathetic to their situation and difficulties. Indeed, she thinks that a combination of freedom from literal bondage and a continued clear structure to their life might suit some of the ex-slaves very well indeed. She promotes service under Elio as an honourable means of showing gratitude to the Pravus and their troops - both those still on the roster and the ones who lost their lives in the fighting - and of being in position to help others in future. She puts particular effort into trying to make sure that prospective recruits understand what they are likely to be letting themselves in for, and tries to ensure that those who sign up are truly willing volunteers. The resources she invests are intended to ensure that people have the time, information, medical care, and basic resources (such as shelter and food) needed to be able to commit to service (or take another path) of their own free will.
Result
It's not that freed slaves are ungrateful or unwilling to fight; it's more that finding free slaves who feel confident of their fighting and/or revenge skills is trickier. It's more that coaxing the abused into some semblance of trust of strangers, however bold or heroic or open the strangers are, is trickier. But Elio and Sudara are persistent and thorough, and manage to find the most willing, the most skilled, and ease their fears enough to give them new direction. They're able to draw in 220 new recruits into the infantry, all told.
