Action by Tenebrae
After years of building up resources for just this kind of effort, Tenebrae brings together her now wide-ranging connections and gets stuck into a grand project on behalf of her people. This may be only the first stage of the planned improvements, but she's determined to make it work. And should prodigal refugees start arriving while these efforts are underway, helping with them will be a good way to give them an immediate job and to help bind them into the Truesworn community.

Wholly on board with the development of defences for her beloved people, Sudara puts the full weight of her authority, intellect, and decades of bookworming behind Tenebrae's efforts. At her deputy's request, she also adds her mystical knowledge, offering detailed advice on the most propitious of sites and practices to follow. A long-term goal is to build some form of warding into the fully-developed defences, but for the time being she's content to lay the ground work to make that possible - and to have her magic-believing people happy that the castle is truly as well-constructed as it can be. Faith is a powerful supplement to stone, after all, and much of her role will be in social coordination and inspiration. This is especially true if they start receiving prodigal refugees via Jyri while the work is still underway - hence the investment of social resources, to ensure that the effort is a truly cooperative one.
Result
The extremely successful project to build up Esterhold's castle couldn't be more timely. With war coming to the Mourning Isles, there's been a sharp uptick in piracy that has not gone unnoticed by the far flung Esterhold's Truesworn, who have become increasingly nervous of attack. The construction project greatly reassures them, and there's growth on Esterhold itself as many of the nearby peoples take it as a safe Lycene refugee compared to the tumultous Isles facing increasing conflict over thralldom and Great Road related chaos.
In honor of Tenebrae's project, the new gate towers for the castle have been named Tenebrae's Towers, and there's tremendous praise for Tenebrae and her liege Lady Sudara.
