Action by Calypso
Duchess-General Calypso Malvici is taking the lead on the matter at Southport. With the sixty thousand Shav in attendance she will descend with her own guards and invited diplomatic personnel in order to see what they can get done. In addition to the other actions of the Faith and medical teams, this is the prime effort to get these people rallied in proper support of loyalty. Its a full court press. Calypso will be seeing to the following:
* Speeches involving extolling the virtues of the Compact and the Malvici House and that they will be respected as warriors. This will include an outline of the House's victorious past and how they can all make a difference. She will also make it clear that these people will need to prove their loyalty and point out those among them who do not feel as they do, that they must remove the threats from their body in order to save the health of the whole. She's of course referring to those who are under the direct orders of the First Speaker, but she doesn't need to say as much.
* Providing everything needed to them for a month. The House will be donating in excess of $600,000 to ensuring that the Shav can get a full start, but it will be explained that they will need to supplement this on their own and get to work immediately to begin cultivating their own food and hunting. Meanwhile others will need to get to work building their homes with the stone that is being delivered at a gracious discount, and the wood of the land.
* Negotiations will be handled not only by Calypso but also with the aid and assistance of others.
Action by Lucita
Lucita assists Calypso with her efforts to negotiate. Although she is accompanied by guards and translators, her obvious pregnancy and charm contribute to an air of benign helpfulness. Lucita moves amid the people singing to children, talking with the women and men in a way intended to make them more receptive to negotiation efforts. She subtly investigates through observation and conversation to learn what skills they possess, any particular needs such as tools, discovering newcomers to groups, any who seem more resistant or any potential negotiation stumbling blocks (and reporting this to Calypso). She uses respect and charm in gently reiterating key points of Calypso's speeches. This is intended to assist in the quick implementation and organization of necessary builders, farmers, healers, and such and help smooth and quicken the negotiations.
Action by Calista
Calista offers to help Calypso and House Malvici any way that she can. The Duchess of Roses is known for her charm and grace as well as her ability to assuage her target audience during times of high anxiety. Her marriage to Inigo Malvici has slowly but surely made the former enemies into allies. She speaks to those gathered outside Southport, those who will listen, perhaps even moving from group to group, giving them individual attention to let them know she is not just a mouthpiece but someone who will listen to them in return.

Grazia is providing a substantial discount on stone as well as sending Gemecittan stone masons to take the trip to Southport with Calypso. They will help with the building of simple homes in a simple village. They are particularly there to build municipal infrastructure like roads, temples, and homes and not military infrastructure like walls and barracks.
Result
Duchess Calypso leads a diplomatic team to address shav issues as well. They want to bend the knee, or so they claim? Well, Duchess Calypso aims to show them how the Malvici treat their people. With coffers of silver and she leaves Southport behind and moves to the area where they've camped. She has clearly invested a lot of time and effort into preparing for this, and that preparation pays off in tolerance and acceptance from those assembled, and she has time to roll out her plan.
She speaks of the Compact and House Malvici, extolling their virtues and speaking of how they work to protect their people. She points to the way the Compact came together recently at Setarco and Stormwall and Darkwater, not just pushing back their enemies but also in efforts to rebuild.
Then Duchess Grazia steps up, explaining the loads of stone that have been sent from Gemecitta, and stoneworkers with it. Their intent is to help those who truly want to bend the knee establish safe, comfortable homes in a home outside Southport. To give them a place to live this new life as part of the Compact.
Calista, Duchess of Roses, works with Baroness Lucita Saik. They meet people, mend wounds, talk to mothers and children and fathers and do general outreach. In their talks they gain a great deal of insight too on these people. There are a wide array of tribes represented here. The Crimson Malvicus are sailors (some might say pirates but never on a diplomatic mission) who just want the freedom of the open seas. Cacciatores? They like to fight, and let's not pretend they're not bitterly disappointed in the lack of battles held already. House Gray Raptor just wants to explore in peace, and one horizon seems very much as welcome as the next. Clan Brass Hawk? They like making things, and all of this upset makes it hard to focus on their crafts.
But there are other clans too - and though they make up the minority, they are powerful and powerfully feared. Lestatores. Shadow Falcons. And of course the Shadowspeakers. Their tribes are spoken of in hushed tones and with deference and respect. But never without fear.
All in all, it seems most of these people are willing to bend the knee and mean it - but there are still some holdouts among them that make this a dangerous course.
Then again, this is the Lyceum. And politics without danger is boring.
