As Valardin Admiral of Exploration and Minister of Population, Katarina has a responsibility to see that trade and exploration for her House and the Oathlands flourishes under her leadership. In light of the recent massive losses in both ships and men, she is determined to revitalize recruitment of new blood and drive up investments in ships to grow her fleet, the Eventide Flotilla (#146). She plans to go about her recruitment of new seamen and investors for new ships in two ways: a lucrative business proposition and the irresistable allure of valor and adventure.
Economic (Merchant) Stimulus: Katarina has secured a rather sizeable amount of military writs to begin and complete the construction of a caravel through her own toil and labor over the past year. She chooses the town of Safecove as the building site in hopes that its natural appeal to sea mercantile business and sailors will lure in investors for her to open discussion of sowing into the growth of her fleet.
The more ships tasked to exploration and trade route establishment/protection, the more opportunities for merchants and Houses to increase their profit margins with every discovery, as well as see higher returns for their investments due to increased security of shipments and generate business for all involved parties.
Job Market Growth (Ship & Merchant Marine Recruitment): With expansion of the navy comes new opportunity for employment and security for one's family. Being apart of the warfleet might not appeal to everyone, but there are oft many who would take to the seas to be a merchant marine. Katarina capitalizes on the natural curiosity and wanderlust inherent in many Knight aspirants and would-be adventurers, spinning tales of valor and glory to entice them into joining aboard one of her existing ships, or into the main Valardin navy.
A life of service to the greater good of the Oathlands is often enough of a selling point for most, but Katarina goes a step beyond and ensures the families of potential recruits will be taken care of in the event of loss of life or grevious bodily harm during service on the high seas. Competitive pay and benefits are important after all.
Result

She authorizes the building of a caravel for the Evantide Flotilla, the first in the Valardin fleet. As the order hits the shipyards, there's a huge scramble of resources. It'll take a while for this ship to be fully finished, but her bones are starting to be selected and set up, and the Valardin shipyards are abuzz with excitement.
She funds pensions too as part of her recruiting strategies, and now she talks about the security of a life in the Valardin navy. Of adventure, using her own stories as Captain of the Unsullied. Of patriotism, speaking of the drive to protect and serve their House and the Valardin as a whole. It's definitely a stirring speech, and recruits start filtering in. They're all pretty eager to work for the personable Admiral Katarina too, and so her fame increases.
