Lord Karadoc Saik seems to think because alcohol is made from grain, the making and selling of alcohol should be paused during the seige and institutes an alcohol grain ban. This goes over poorly with the Mercier family, to say the least - in part because it affects their livelihood, and in part because of their long friendship with the Saik house. Lazarus Mercier takes steps - organizing a coherent response in the form of denial of service, and protests. The Mercier family is pouring money into this too - enough that the other merchants are taking note of Lazarus and his family, impressed that he's so willing to stand up for them even with everything else going on.
