During this time of preparation for siege, Tobias keeps an extra vigilant eye on the situation within Arx proper, delegating the Companies patrolling the outskirts more to his Captains for the moment to be sure Arx doesn't go into a riot while the new Regent decides how to handle the war effort. If necessary, he'll step in directly to help handle matters.
Result
So far, so good in terms of keeping the peace. It's extremely tense, but thanks to the Crimson Blades, no riots thus far.
