An award for a first RP scene with another player

This allows you to claim an xp reward for the first time you
have a scene with another player. You receive 1 xp, while the
player you write the summary for receives 4 xp. Should they
return the favor, you'll receive 4 and they'll receive 1. The other
player receives an inform of the summary you write, and a prompt
to let them know they can use the command in return. This command
requires you to be in the same room, as a small reminder that this
should take place after an RP scene.

The summary should be an IC account. If it is private, it is treated
as a black journal entry only to yourself. If it is not private, but
marked without the 'all' switch, it is treated as a privately conferred
note. If both players choose to share/publish it, it is treated as
a white journal. You can choose not to send an inform of what you wrote
if you use the /private switch, or choose not to send an inform at all
with the /quiet switch. Using /all will mean everyone can see it. If no
switches are used, only the receiver can see it.

/toggleprivate and /share determines who can view the first
impression you write. A private first impression isn't viewable
by anyone but you and staff. /share will set the writer's consent for
the first impression to be viewable by everyone. The receiver can then
grant their consent for it to be a publicly viewable account by using
the /publish command, which makes it viewable on their character sheet.

Using the /publish, /share, or /all switch will grant the user 1 xp.
They cannot be reversed once set.

If you wish to /publish or /share a first impression of a character that
was played by a previous character, you must specify a negative number.
For example, '+firstimpression/publish bob=-1' is for the previous player
of Bob who wrote a first impression of you.

To see firstimpressions written by or on a previous version of your
character, use the /previous switch.
