It has come to the attention of the court that ships approaching the city of Arx are refusing lawful inspection by the Thraxian longships assigned to harbor defense, and that warehouse owners are attempting to deny entry to lawful agents of the Crown. The security of the city requires, in these dark and trying times, that all ships entering the harbor be searched for agents of the Silence. Therefore, non-compliance with lawful inspection cannot be permitted.
Until the end of the siege, all ships entering Arx harbor and all warehouse owners are /required/ to submit to inspection upon request. Those who fail to do so are to be arrested under suspicion of smuggling and their assets held until the siege has been lifted.
